My neighbours. Actually, 'neighbour' is too kind a description. The knuckle-draggers in the house next to me have got a serious anger problem.
They shout at their young children all day and now they have a dog (no prizes for guessing if it's a Staff or a Staff), they shout at poor old Staffie.
Who should be contacted first? RSPCA or NSPCC? Should I just stay out of it? This is a dilemma.

They seem to me like the type that yells "I'M NOT ANGRY"
Mr KD (knuckle-dragger), shouts at the top of his voice alot of the time in equal measures to his children and dog. There's no positivity to his authoritarian style of parenting.
"LIE DOWN OR I'LL BITE YA"
"F**KING GO TA SLEEP RIGHT NAH"
"OUTTA MY WAY YOU C**T"
It's a fine line whether these are directed at a child or the poor dog.
Unfortunately, Mrs KD is just as fierce.
That's a good question. I guess I'd only call someone if I could hear exactly what they were saying ( is it abusive language? ). Verbal abusive can really harm a child. But, I'm not hearing what you're hearing, so I guess I can't give a true opinion. Hope it works out for the poor kiddies. :(
